



It’s important to check your titles for brands before processing online — if an out-of-state rebuild or salvage slips through, it can be a hassle.
Out-of-state titles branded as Rebuilt or Salvage cannot be processed online. Since these are not allowed by PennDOT, they may not be able to be canceled. In addition, attempting processing with such titles typically results in a dropped WID, requiring you to submit a Problem Report and other additional steps.
Save yourself time and effort — be sure to review all title documents for brands before processing online.

When you are unable to issue an In-Transit Tag (ITT) online, please follow these steps to issue the In-Transit Tag manually:
- Call Pennsylvania Operations at 717-724-0744 to obtain an incident number. Enter the incident number in the blank space at the top right of the MV 120.
- Complete the MV 120 and give your customer the pink copy of the MV 120 and the title.
- Fax copies of the MV 120, front and back of title, drivers license and insurance to both Vitu at 717-234-2164 and to PennDOT at 717-787-9928.
- File the documents with your In-Transit Tag files.
If an In-Transit Tag is issued manually due to the system being down, you may NOT process it online after the system comes back up.
All of the above listed steps should be completed on the same day the In-Transit Tag is issued manually.

Anytime you are processing a transaction where Vitu asks for a Plate Issue Date or Temp Tag Date to be entered, be sure to enter the date in the format MM/YY as shown in the prompt’s example.
Please do NOT enter the date incorrectly as MM/DD/YY because your transaction will be processed incorrectly requiring you to submit a Problem Report and potentially paying additional fees.
Transactions that require a Plate Issue Date or Temp TagDate include MV 01, MV 17 and MV 30.

Reconstructed transactions that are processed under Cash Drawer 3432, should be assembled and submitted in the following order:
- Applicant Summary
- PA Salvage Certificate
- MV 1 (when applicable)
- MV 426B
- Four (4) signed and dated photos of the vehicle. All photos must be clear, and they must be signed and dated by the mechanic
- Additional MV forms (an MV 3 is not required for reconstructed transactions)
- Supporting documents, such as receipts, bill of sale, clerical error, dealer reg card for dealer titles, etc.
- Completed DLDV check (when applicable)
- Front and back copy of the applicant’s identification
NOTE: Any receipts, photos or supporting documents smaller than 8.5 x 11 should be taped to a full size sheet of paper — NEVER stapled.

Because PennDOT has made an adjustment between CARATS (operating on a 12-month cycle) and MVDLS (operating on a daily cycle), some renewal fees are affected depending on when a customer’s registration is renewed. For example, if a customer is two months late renewing their registration, an extra $3.75 will now be charged.
Take a careful look at the table below and note that on the 60th, 61st or 62nd day, the total registration fee for a passenger vehicle with a one-year registration is now $48.75 instead of the usual $45.00 renewal that can be paid before and after those three days.


When submitting a Problem Report through email, please be sure to follow these important guidelines:
- Send the Problem Report email to paproblemreports@vitu.com
- Do NOT submit a Problem Report to any individual's email address
- Always select Reply All

Before submitting a Problem Report for a name correction, first attempt to correct the name within the system under MV 03 Change. If you are unsuccessful with correcting the name on your own, please submit a Problem Report to paproblemreports@vitu.com or 717-234-2164.

Have you ever thought of taking a 24-hour mini-vacation?
Taking a day off, 24 little hours, is a real refresher! Go to a hotel an hour or two away and just relax! Order room service, if they offer it. Or go out to eat somewhere that you always wanted to try but never have. Somewhere close to home and work, but far enough away that you feel some peace. If you have little ones, this is the time where they can build a blanket fort! It really isn't that hard to do. And, you only use up one vacation day! Read a book! Relax and unwind. Sleep. Explore.
Spring is a time of growth and renewal. Growth is good. Growth can also be hard. We often say we are buried. Seeds are buried. They fight to the surface and grow, just like you do. You have all grown so much! Plant some seeds of kindness.
Speaking of kindness, I would like to take this opportunity to thank you all for your feedback about these articles. It has been a pleasure and an honor to celebrate YOU! And here is a special shout out to someone we will call "Hitch." She and her family have added a new addition to their family recently — a little fur baby named Oreo McFurry.
