A Connecticut Automotive Retailers Association (CARA) certificate is required for each new user of the Connecticut Online Registration and Title Program. If your dealership has new or additional users that need access to process online, please reach out to pyrome@cctar.org to sign them up for the next CARA training class to be held virtually on Wednesday, August 6th.

Current law requires that auto dealers include the federal tax, conveyance fee, cost of delivery, dealer preparation and any other charges with the advertised price of a motor vehicle. A conveyance fee is a fee charged by car dealerships to cover the costs associated with processing documents and transferring ownership of the vehicle.

For each vehicle on your website, the conveyance fee must be listed with the advertised Purchase Price and NOT in small print at the bottom of the page. 

For compliance purposes, it's also recommended that you pay close attention to any website or advertised listings managed by third parties to ensure conveyance and delivery fees are visible for each car, not buried in fine print or only found by clicking through multiple screens. 

Please be aware that legislators are reviewing dealer websites and finding that many dealerships are not adhering to current law — review your website.

To stay compliant and organized, follow this monthly inventory reconciliation procedure:

  1. Run the On-Hand Inventory Report
    On the last day of each month, after all processing is complete, generate the On-Hand Inventory Report. This report reflects all license plates currently at your physical location.

  2. Verify Inventory Accuracy
    Carefully match the report against your actual on-site inventory. Accuracy is critical.

  3. Supervisor/Manager Sign-Off
    Once verified, have a supervisor or manager sign the report, print their name and date the document.

  4. Retention Requirement
    Store the signed report in a designated folder on-site for 2 years. This is essential for audit readiness.

  5. Set a Monthly Reminder
    Be proactive—set a recurring reminder to ensure timely compliance.
