For all vehicles not titled in Pennsylvania, PennDOT requires a VIN to be verified.
- This includes all out-of-state titles, MCOs and Pennsylvania salvage certificates.
- In addition, if the non-Pennsylvania titled vehicle is a Truck, Trailer or Motorhome, you (as the agent) are also required to verify the weights.

Fee waivers and overrides can be confusing, as there are multiple options with different use cases for each. When processing transactions that qualify for a fee waiver, be sure to use the correct fee override for its intended purpose. The MV 752 outlines the proper use of each fee waiver and when it is able to be used.
Note, there is no fee waiver that applies to adding a missed lienholder, so a Problem Report must be submitted to have a missed lienholder added.
Additionally, some fee waivers require supporting documents to be submitted — please be sure you submit the appropriate supporting documents.

Temporary fee waivers (July 1–15, 2025)
To ease the transition, three fee waivers are available for specific cases:
Fee Waiver 57: Old Title + Lien Fee
- Use if: Vehicle was purchased before July 1, 2025
- Applies to: Title + lien recording
- Valid for transactions: July 1–15, 2025
Fee Waiver 58: Old Title Fee Only
- Use if: Vehicle was purchased before July 1, 2025
- Applies to: Title only (no lien)
- Valid for transactions: July 1–15, 2025
Fee Waiver 80: Exchange Fee Waiver
- Use if: A transfer/renewal transaction incorrectly charges an exchange fee
- Condition: No change in registration class
These waivers are only available to Online Registration Program (OLRP) participants. Verify the vehicle purchase date and transaction type to ensure eligibility.
