



Georgia — Agent Requirement for Proof of Identity
Georgia now requires Proof of Identity copies for both the Owner and the Agent (signing materials using a Power of Attorney) as part of any submission for Registration and/or Title transactions.
Note: This is not a new requirement for the state, but one that has not been previously enforced.
Michigan — Power of Attorney (POA) Standards
Effective July 1, 2024, all POA documents are required to contain a Notary or two Witness signatures (unless the official state form, TR-128, is utilized).

Note: This requirement, while in effect since last year, was not actively enforced by the state until recently.

- Arizona — Power of Attorney (48-1001): revised 7/1/2025
- Iowa — Department of Natural Resources (DNR) (Form 542-8067): revised 8/1/2025

CMS is working to support additional transactions and functionality post Phase I go live. A high level of the upcoming phases and functionality to be included are outlined below.

Note: VINtek lenders will have access to these additional transactions once they have completed the upgrade.
Phase II - August 21, 2025
TMS will support the following transaction types via the User Interface:
- Paper Title Requests (PT/TO)
- Note: If sent via batch file (TTA) will create an Automated Request Error (ARE) in TMS that will need to be cleared by the lienholder once they manually initiate the request in TMS or process the request through OkCARS or paperwork submitted to Oklahoma.
- Convert to Paper (CE)
- State Change (SC)
TMS will allow the lender users to upload the completed Title Print Request form to TMS to submit the transaction, or for lenders contracted with additional service, CMS can complete the form on the lender’s behalf.
Phase III - September 18, 2025
TMS will support the following transaction types via batch file (TTA):
- Paper Title Requests (PT/TO)
- Note: If sent via batch file (TTA) will create an Automated Request Error (ARE) in TMS that will need to be updated to specify the qualifying reason for paper title request and upload the Title Print Request form or select for CMS to complete on lender’s behalf (if contracted).
TMS will support the following transaction types via system configuration:
- Convert to Paper (CE) for lease accounts
- Note: Convert to Paper (CE) on repossession flag will not be supported.
ELT Program Pass-thru Fees - Phase II/III
State pass thru fees at this time are limited to the following:
- Add Lien Transaction $10.00
- Print Paper Title $11.00
- Note: This fee would apply any time a paper title is requested, i.e. Paper Title Release, Convert ELT to Paper, State Change request.

Maine has passed legislation during this legislative session (2025), Bill LD 850, to apply pass-through fees to ELT transactions as outlined below. These fees will be effective for transactions beginning January 1, 2026.
Current ELT Program Pass-through Fees
State pass-through fees at this time are limited to the below:
- Add Lien Transaction $10.00
- Print Paper Title $11.00
- Note: This fee would apply anytime a paper title is requested, i.e. Paper Title Release, Convert ELT to Paper, State Change request.
ELT Program Pass-through Fees effective 1/1/2026
State pass-through fees will expand to add a $1.00 fee for each transaction(s) outlined below:
- New Title
- Lienholder Release Lien
- Lienholder Release Lien and Add to Address or Change Address
- Print Repo Title
- Print Title Owner out of State
