Out-of-State Temporary Registration Reciprocity

The State of Massachusetts now recognizes out-of-state temporary tags that are issued to Massachusetts residents, who are purchasing a vehicle out of state. 

This means that you may now issue an In-Transit Registration for your Massachusetts customers if you place a copy of the tag on the front and back of the vehicle, and the insurance meets Massachusetts minimums of $25,000 per person injury, $8,000 PIP, $25,000 Uninsured Motorist, and $30,000 Property Damage.

The Massachusetts Registry of Motor Vehicles (RMV) has updated the policy regarding the operation of vehicles by Massachusetts residents with out-of-state temporary registration to align with a law change from April 2023.

Note: Under the RMV policy, these temporary registrations are issued for a maximum of 15 days.

  • Section 3 of Chapter 90 M.C.L provides reciprocity to out-of-state residents operating in the Commonwealth on out-of-state registrations, provided the laws governing their issuance are substantially similar to those in Massachusetts.
  • Considering the law change, the Commonwealth will, on a reciprocal basis, honor temporary registrations issued in other states, including when held by Massachusetts residents.

Update on “Reciprocity”

Effective immediately, Massachusetts will honor temporary out-of-state registrations on a reciprocal basis, including those issued to Massachusetts residents. If a Massachusetts resident is buying a car from an out-of-state dealer and getting a temporary registration, all the following conditions must be met:

  • The registration is temporary. Massachusetts residents can use these temporary registrations to transport their vehicles back to Massachusetts.
  • The vehicle properly displays the temporary registration in accordance with Section 6 of Chapter 90 M.C.L.
  • The vehicle carries motor vehicle liability insurance in an amount equal to or greater than the minimum limits set forth in Section 34A of Chapter 90 M.G.L.
  • The vehicle carries property damage insurance in an amount equal to or greater than the minimum limit set forth in Section 340 of Chapter 90 M.C. Laws.
  • Proof of insurance, meeting the minimum limits above, is kept in the vehicle at all times white operating on a temporary registration.

RMV and Neighboring States

The RMV has notified neighboring state Department of Motor Vehicles (DMVs) of this change and will provide a Massachusetts Buyer Reminder Sheet to distribute to their dealer networks.

  • This will ensure Massachusetts residents purchasing vehicles out-of-state are aware of the applicable rules when driving a vehicle on a temporary registration.

In addition, the RMV has clarified to neighboring state DMVs that when an out-of-state resident purchases a vehicle from a Massachusetts dealer, the sales tax receipt issued by the RMV is sufficient proof of sales tax payment.

  • In these cases, the Department of Revenue (DOR) does not require the issuance of Form ST-7R, Motor Vehicle Certificate of Payment of Sales, or Use Tax.

EVR Traditional Agent Class

  • Tuesday, November 4, 2025 - Wednesday, November 5, 2025
    • Enroll before Friday, October 31, 2025

EVR Traditional Dealer Class

  • Wednesday, November 12, 2025 - Thursday, November 13, 2025
    • Enroll before Friday, November 7, 2025

To receive an invite to class, please send the following User Documents, preferably by business email, to RTSForms@vitu.com  

  • Completed background check
  • Driving record 
  • User email

For instructions on how to enroll in RMV classes, click the image below.

Once these User Documents are received, reviewed and approved, you will receive an email from us advising that you have been added to the RMV Class List and that the class link will come directly from the RMV. 

After completing the RMV Class, watch for an email from our Vitu Training team for a brief webinar specific to using Vitu. Once all mandatory training sessions have been completed, your user credentials will be provided to you. 

Do you have a Massachusetts license and residence?

Background check results need to show that the individual EVR participant has not been convicted of a felony including, violence, dishonesty, deceit, or indecency as pursuant to the Registry of Motor Vehicles Access Agreement, Section 11A.

The driving record must verify that the individual EVR participant's driver license is not suspended, revoked, or subject to any non-renewal actions.

Out-of-state users must obtain a completed background check and driving record from the state of issuance of your valid driver license and residence.

Seasonal Relaxation

Let's get spicy this month! Pumpkin spice, that is!

Fall is a time of change, of comfort, of joy, and of peace. Have you ever noticed that fall seems to bring a gentle calm into your life unlike any other month? It is a time where we can take a breath, slow down, enjoy our coffee or tea a little bit more as we look at the changes happening in nature all around us. Fall color is amazing! Oranges, yellows, and reds abound all around us amidst the greens. People seem calmer, walking in the welcome coolness of a nice fall evening. We start to decorate our work and home areas with pumpkins and leaves that reflect the season. Sweaters and hoodies start to come out of storage as the days get a little shorter, a little cooler, and the nights get a little longer. Favorite movies that celebrate the season start popping up on our TVs, inviting us to just curl up with a light blanket and sit, relax, and enjoy them, quietly feeling an inner peace that is so different than the other months of the year.

Yes, October is a very special month. During this wonderful month of YOU, we also think about taking some downtime for ourselves, of taking care of ourselves. It is so important to take care of "us" — if we don't do it, who will?

Remember to still take the time to stretch while at work — get up and walk a bit every hour or so, to keep up your energy levels and to keep that relaxed feeling flowing through you as you power through your day! As the days get shorter and the nights get longer, try and get some morning sunlight in your eyes to help your biological clock (circadian rhythm). Some people benefit from using a special light during the fall and winter months to help them to wake up and sleep better, and help ward off Seasonal Affective Disorder (SAD). It is a real thing, and affects a lot of people during these shorter days and longer nights.

This month’s Treat for YOU 

Now, let's talk about spice! Do you like pumpkin spice? I recently learned how to make a guilt-free, sugar-free, pumpkin spice ice cream, and a pumpkin spice coffee ice cream. I will share the recipe with you, and next month I will share a different recipe with you for another guilt-free item that you can enjoy during the upcoming holidays. 

For the totally guilt-free ice cream, you will need 1 pint of heavy whipping cream, 5 egg yolks, 2 capfuls of real vanilla extract or a vanilla bean, and 6-10 packets of stevia leaf powder or monk fruit. That is our base. It makes for a delicious vanilla ice cream. To make it more fall-like, add a teaspoon or two of Pumpkin Spice, and if you love pumpkin spice lattes, add a tablespoon or two of instant coffee crystals.

Mix it up with a hand mixer, or a whisk, or stand mixer. If you have an ice cream maker, you can then add it to the machine. If you don't have an ice cream maker, do not despair! Just put it in the freezer for 45 minutes, then mix up again for a few minutes, then back in the freezer for 2 hours. Then enjoy this delicious guilt-free treat!
