



District of Columbia (D.C.) Emergency Fee updates
Effective immediately, the District of Columbia has made emergency fee updates through the DC Act 26-146 Fiscal Year 2026 Budget Support Emergency Act of 2025.
Title fees have increased from $26 to $30 which impacts the following fee structures:
- Lien placement: $50 ($30 title fee + $20 lien recordation fee)
- Duplicate title / Lien placement: $50 ($30 title fee + $20 lien recordation fee)
- Duplicate title only: $30
In addition, the plate transfer fee increased from $12 to $15 and new Registration Fees, by weight class, have been implemented as seen in the table below.

Note: These changes have not yet been updated on the DC DMV website nor officially confirmed by the DC DMV, though we have confirmed that the emergency legislation is in effect and should be implemented accordingly.
Missouri requires all lien release letters to be notarized
The Missouri Department of Revenue confirmed that all lien release letters, even temporary lien release letters, must be notarized. This is not a new requirement and is outlined in their legislation, which states: "The release on the certificate or separate document shall be notarized."

Virgin Island (VI) fee changes
The VI BMV confirmed fees have changed as follows:
- Dup Title: $42
- Lien Placement (clean title): $29
- Lien Placement (releasing old lien): $12 to release + $29 to place = $41 total
- Dup/LP Combo (clean title): $42 + $29 = $71 total
- Dup/LP Combo (releasing old lien): $12 + $42 + $29 = $83 total

Welcome back Warriors! This is the continuation of our series all about YOU.
The month of appreciation
November is a time of gatherings, reflection, and transition from Autumn to Winter.
It is a month where warm, golden hues, along with browns and oranges take center stage in our workspaces as well as our homes — filled with smells of cinnamon, apples, pumpkin pie, and some serious comfort food!
Celebrations of food, family, and friendship start to fill up our thoughts and our calendars. Just saying the word, "November," stirs up memories of Novembers past. It is a time of reflection. A time of gratitude. A time of thanksgiving. It reminds us of who was with us in the past during this special month, as well as those who are no longer with us. It reminds us all that we are all truly blessed beyond measure, to keep a grateful heart and a thankful heart.
November is the month with a definite attitude of gratitude. As we start thinking about our plans for this month, the food, the family, the friends, we also think about people who are alone, people who don't have what we may have. And we give. We help out at local food banks, we serve others, we share with our neighbors. We also smile a little bit more, and we are a little nicer to each other. It is a magical time of year.
It is also a time of work. We Warriors work a little harder, trying to make sure that our desks are all caught up so that we can enjoy Thanksgiving with our families and friends. We also start to get a little stressed out, so remember to take some time to center yourself each day. Give yourself the gift of some "alone time" so that you can relax, pray, meditate, or just listen to nature during a nice walk in the mild fall morning or evening.
