The Massachusetts Registry of Motor Vehicles (RMV) will now honor temporary tags in Massachusetts on a reciprocal basis for in-state and out-of-state residents. The most important requirement surrounds insurance, so be sure to review the details. Here's the announcement from the Massachusetts Registry of Motor Vehicles (RMV):

In response to feedback from vehicle dealers, the Massachusetts Registry of Motor Vehicles (RMV) has updated the policy regarding the operation of vehicles by Massachusetts residents with out-of-state temporary registration to align with a law change from April 2023.

  • Section 2D of Chapter 90 of the Massachusetts General Laws (M.G.L.) was revised to allow out-of-state residents to be issued temporary Massachusetts registrations for up to 20 days to enable them to drive vehicles purchased in the Commonwealth back to their home state for permanent registration.
    • Note: Under the RMV policy, these temporary registrations are issued for a maximum of 15 days.
  • Section 3 of Chapter 90 M.G.L. provides reciprocity to out-of-state residents operating in the Commonwealth on out-of-state registrations, provided the laws governing their issuance are substantially similar to those in Massachusetts.

Considering the law change, the Commonwealth will, on a reciprocal basis, honor temporary registrations issued in other states, including when held by Massachusetts residents.

How reciprocity works

Effective immediately, Massachusetts will honor temporary out-of-state registrations on a reciprocal basis, including those issued to Massachusetts residents.

If a Massachusetts resident is buying a car from an out-of-state dealer and getting a temporary registration, all the following conditions must be met:

  1. The registration is temporary. Massachusetts residents can use these temporary registrations to transport their vehicles back to Massachusetts.
  2. The vehicle properly displays the temporary registration in accordance with Section 6 of Chapter 90 M.G.L.
  3. The vehicle carries motor vehicle liability insurance in an amount equal to or greater than the minimum limits set forth in Section 34A of Chapter 90 M.G.L.
  4. The vehicle carries property damage insurance in an amount equal to or greater than the minimum limit set forth in Section 34O of Chapter 90 M.G. Laws.
  5. Proof of insurance, meeting the minimum limits above, is kept in the vehicle at all times while operating on a temporary registration.

RMV and neighboring states

The RMV has notified neighboring state Department of Motor Vehicles (DMVs) of this change and will provide a Massachusetts Buyer Reminder Sheet to distribute to their dealer networks.

  • This will ensure Massachusetts residents purchasing vehicles out-of-state are aware of the applicable rules when driving a vehicle on a temporary registration.

In addition, the RMV has clarified to neighboring state DMVs that when an out-of-state resident purchases a vehicle from a Massachusetts dealer, the sales tax receipt issued by the RMV is sufficient proof of sales tax payment.

  • In these cases, the Department of Revenue (DOR) does not require the issuance of Form ST-7R, Motor Vehicle Certificate of Payment of Sales, or Use Tax.

Note: This update is informational only, as the change will not affect RMV registration transaction processing.

Used vehicle deals submitted to the state of Connecticut on or after January 2, 2026 that have a model year of 2022 or older must have an Emissions Inspection, even if the vehicle was purchased and the deal was submitted in December 2025. So please be proactive and request that your registrant obtain an Emissions Inspection for all 2022 and older vehicles upfront.

Welcome back Warriors! This is the continuation of our series all about YOU.

The month of appreciation

November is a time of gatherings, reflection, and transition from Autumn to Winter.

It is a month where warm, golden hues, along with browns and oranges take center stage in our workspaces as well as our homes — filled with smells of cinnamon, apples, pumpkin pie, and some serious comfort food!

Celebrations of food, family, and friendship start to fill up our thoughts and our calendars. Just saying the word, "November," stirs up memories of Novembers past. It is a time of reflection. A time of gratitude. A time of thanksgiving. It reminds us of who was with us in the past during this special month, as well as those who are no longer with us. It reminds us all that we are all truly blessed beyond measure, to keep a grateful heart and a thankful heart.

November is the month with a definite attitude of gratitude. As we start thinking about our plans for this month, the food, the family, the friends, we also think about people who are alone, people who don't have what we may have. And we give. We help out at local food banks, we serve others, we share with our neighbors. We also smile a little bit more, and we are a little nicer to each other. It is a magical time of year.

It is also a time of work. We Warriors work a little harder, trying to make sure that our desks are all caught up so that we can enjoy Thanksgiving with our families and friends. We also start to get a little stressed out, so remember to take some time to center yourself each day. Give yourself the gift of some "alone time" so that you can relax, pray, meditate, or just listen to nature during a nice walk in the mild fall morning or evening.
