Requirements due by March 31

The state of South Carolina has mandated an initiative to ensure Security Awareness training compliance for all client users with access to state data. To ensure your organization meets the state requirements, Vitu will be auditing for state compliance of this Security Awareness mandate on an ongoing basis. In doing so, the following will be conducted:

  • Each active user of Vitu Title Management System (TMS) must acknowledge and sign Security Awareness documents regarding Email and Phishing, Data Security, Passwords and Social Engineering.
  • Each user will be provided with a copy of the SCDMV ELT Data User Acknowledgement of Duty of Non-Disclosure and Due Diligence (ELT-4) form, and agree to the terms, captured by the Vitu system annually.
  • Per South Carolina, this document is an acknowledgment by the user that they are aware of their obligations to protect personal and sensitive information.

Submitting the ELT-4 with VituSign

  • Users will receive the email notice from VituSign <digsig@vitu.com> for signature from Vitu Compliance.
    • Please ensure this information is socialized with IT/internal users to prevent these emails from being marked as phishing/spam.
  • Once users have selected the link Click to Sign within the body of the email, they will be prompted to read the 2026 Vitu Privacy and Security Awareness Training.
  • Upon completion of reading the 2026 Vitu Privacy and Security Awareness Training, the SCDMV ELT Data User Acknowledgement of Duty of Non-Disclosure and Due Diligence (ELT-4) will follow.
  • Next, users will be prompted to click on the signature line to apply their electronic signature.
  • Once the signature has been applied, the user will select Finalize below the signature line.
  • The completed form will be submitted back to Vitu automatically and the user will receive another notification from VituSign <digsig@vitu.com> stating the document has been completed, with the option to download the signed form.

Note: This requirement is to be completed by March 31, 2026, to maintain access to TMS.

To ensure compliance with South Carolina, Vitu will be providing the SCDMV ELT Data User Acknowledgement of Duty of Non-Disclosure and Due Diligence (ELT-4) form through VituSign to obtain an electronic signature. This form will be emailed to each user’s email address that Vitu has on file, beginning January 19, 2026. Once you receive this email, you will be prompted to open the link for signature and submission. The 2026 Vitu Privacy & Security Awareness Training form will accompany the state’s form as well. Please see examples of VituSign steps below.

Duplicate Title and Lien Placement transactions

California has updated certain transactional fees that were effective January 1, 2026

Fee updates specific to Collateral Management Solutions (CMS) transactions include:

  • Title only transactions have increased from $27 to $28 for duplicate titles
  • Lien placement: Remains at $15
  • Duplicate title: Increased from $27 to $28
  • Duplicate title/lien placement: Increased from $42 to $43

Duplicate Title Transactions

Previously, Georgia allowed a duplicate title submission and lien filing to be completed at the same time for a single $18 fee (with a cover letter of intent). However, this direction has been modified by the state to discontinue this practice. 

Georgia considers themselves a “Dup-first” state, which means that a lien filing cannot be completed until after a duplicate title request has been completed, requiring two separate payments of $18.00 (one per transaction).

Below is a summary of the latest updated state title and registration forms.

We previously communicated that the Vitu billing cutover was to be November 2025, with the invoices that are generated in December 2025. Please accept this as a courtesy update that the migration date has been moved to January 2026 with the invoices generated in February 2026.

Below you’ll find the previously shared billing update and impacts, along with refreshed timelines:

Billing Update

Earlier last year, we shifted the branding across areas of the business, which included the first phase of changes to the Vitu invoices. Those changes were branding specific (replacing logo, updating entity name, etc.) while retaining the backend billing supported by Cox Automotive such as remaining on billing system, generation of invoices, billing support, payment address, lock box, etc.  

As we finish the last quarter of 2025 under Cox Automotive backend systems, we will migrate to the Vitu billing system that includes the generation of Vitu invoices. The target timeline is (now updated to) January 2026 migration, with the expected first invoice and billing detail generation and distribution in the first week of (now updated to) February. 

Note: Please expect the distribution of the February invoice a little later than normal on February 10, 2026, which most likely you have already received.  

How the changes impact you:

  • Invoices will reference Vitu billing support (email/phone), payment URL, along with minor format changes Customer Numbers will be labeled Location ID instead; a legacy customer number will be included for a few months post migration for your reference.
  • There are no changes to the existing bank accounts or FEIN, they remain the same.
  • There are no changes to the invoice description/line items, they remain the same. 
  • If your invoice is received via email, the new Vitu email distribution address will be Billing@vitu.com.
  • Invoice payment via ACH method is preferred. If you are not already set up with ACH, we will coordinate this updated payment method with you soon.
  • NEW: A review of taxability of services was completed resulting in certain service codes now being treated as taxable for clients domiciled in any of the following states (which may be determined by the mail to address on the invoice): AZ, CA, CT, NY, SD, TN, TX, WA, and WV.   
  • NEW: Credits will now be visible on the invoice (reflecting a credit).

Important: Any 30, 60, 90 aging totals will not appear on the January invoices. Outstanding balances will reappear and be reflected in the May 2026 invoice generated in June.
