



Requirements due by March 31
The state of South Carolina has mandated an initiative to ensure Security Awareness training compliance for all client users with access to state data. To ensure your organization meets the state requirements, Vitu will be auditing for state compliance of this Security Awareness mandate on an ongoing basis. In doing so, the following will be conducted:
- Each active user of Vitu Title Management System (TMS) must acknowledge and sign Security Awareness documents regarding Email and Phishing, Data Security, Passwords and Social Engineering.
- Each user will be provided with a copy of the SCDMV ELT Data User Acknowledgement of Duty of Non-Disclosure and Due Diligence (ELT-4) form, and agree to the terms, captured by the Vitu system annually.
- Per South Carolina, this document is an acknowledgment by the user that they are aware of their obligations to protect personal and sensitive information.
Submitting the ELT-4 with VituSign
To ensure compliance with South Carolina, Vitu will be providing the SCDMV ELT Data User Acknowledgement of Duty of Non-Disclosure and Due Diligence (ELT-4) form through VituSign to obtain an electronic signature. This form will be emailed to each user’s email address that Vitu has on file, beginning January 19, 2026. Once you receive this email, you will be prompted to open the link for signature and submission. The 2026 Vitu Privacy & Security Awareness Training form will accompany the state’s form as well. Please see examples of VituSign steps below.
- Users will receive the email notice from VituSign <digsig@vitu.com> for signature from Vitu Compliance.
- Please ensure this information is socialized with IT/internal users to prevent these emails from being marked as phishing/spam.
- Once users have selected the link Click to Sign within the body of the email, they will be prompted to read the 2026 Vitu Privacy and Security Awareness Training.
- Upon completion of reading the 2026 Vitu Privacy and Security Awareness Training, the SCDMV ELT Data User Acknowledgement of Duty of Non-Disclosure and Due Diligence (ELT-4) will follow.
- Next, users will be prompted to click on the signature line to apply their electronic signature.
- Once the signature has been applied, the user will select Finalize below the signature line.
- The completed form will be submitted back to Vitu automatically and the user will receive another notification from VituSign <digsig@vitu.com> stating the document has been completed, with the option to download the signed form.
Note: This requirement is to be completed by March 31, 2026, to maintain access to TMS.

TMS Idaho ELT Program — important state notification
Idaho Transportation Department (ITD) has announced the upcoming change to the implementation of the ELT program, which is currently voluntary). Mandatory ELT participation will be required required as of July 1, 2026 for any lienholders who currently hold 50 or more active liens on vehicles.

Note: VINtek lenders can enroll for Idaho ELT program during the upgrade.
The details of the Idaho ELT program are outlined below:
TMS supports the following transaction types
- New/Update Lien Notification
- Lien Removal
- Lien Release
- Reject Lien
- Convert ELT title to paper
- Idaho will allow alternate mailing address
- Title Maintenance
Near real time/API transaction processing
- All transactions are processed with the state in near real time via Application Programming Interface (API)
- Requests will be processed in near real time or within 30 minutes of request via Graphic User Interphase (GUI) or immediately upon import of requests from batch import processing
Second lienholder listed
- The state only sends an ELT record to the primary lienholder
- If a second lien is requested to be added, the primary lienholder must surrender the title, after which ID will issue a new title reflecting both lienholders to the primary lienholder
- At time of release, the state removes the primary lien. If additional lienholders exist on the title record, an ELT title will be sent to the remaining lienholder listed on the title record
Release processing
- At time of Release of Lien (release to registered owner or release to third party), if there are no additional lienholders listed on the title record, the state will release the lien and print the lien-free paper title and mail to the party specified
- For Release to Third Party (LO), if initiated manually (via GUI) and the new lienholder is an ELT participant, there is an option to select the new lienholder ELT ID and Idaho will issue the new title with the new lienholder and send electronically. This option is not available for release transactions sent via file
ELT Program pass-through fees
- Currently there are not any ELT pass-through fees associated

Texas requires driver licenses on all initial registrations and renewals
According to Bulletin #001-25 sent to all County Tax Assessor-Collectors and Licensed Dealers on 11/15/25, Texas now requires driver licenses on all initial registration and renewal transactions. Any submission involving a transfer of ownership or a lien placement will now require us to send a copy of identification for the registered owner.
The revisions apply to both initial registration and registration renewal transactions but have different effective dates.
- The new ID requirements for initial registration take effect on March 5, 2026.
- The new ID requirements for registration renewals do not take effect until January 1, 2027.
Until January 1, 2027, counties should process registration renewals under the ID procedures that were in place prior to November 18, 2025.

This existing feature enables your TMS administrators to enter the unique public Internet Protocol (IP) address used in your company to access TMS. This prevents logging in to your TMS database from unauthorized locations.
