



Odometer Disclosure and Declaration
Dealers must disclose the mileage at the time of a transfer of a vehicle and declare whether the mileage seen is “actual,” “not actual,” or “in excess of its mechanical limits.” Please note — neither dates, nor mileage, go backwards, and odometer readings do not go back and forth between “actual” and “in excess of its mechanical limits.”
Five-digit odometers max out at 99,999 miles. Mileage that exceeds 99,999 will roll over and start over at 1. In these circumstances, mileage would exceed its mechanical limits. Only older vehicles have a 5-digit odometer, though some motorcycles do as well. Since newer vehicles began reaching and surpassing 100,000 miles, the 5-digit odometer became inadequate, which led to the transition to 6-digit (and digital) odometers.
Six-digit odometers max out at 999,999 miles. Mileage that exceeds 999,999 will roll over and start over at 1. In these circumstances, mileage would exceed its mechanical limits.
A six-digit odometer indicates that the device is capable of recording 6 digits, though it may not have a six-digit reading at the time of sale. Odometer readings do not go back and forth between 5 and 6 digits. It is solely based on what the odometer can read.

Exempt from Odometer Disclosure
The following types of vehicles are exempt from the odometer disclosure:
- Any motor vehicle that is not self-propelled
- Any motor vehicle that has a Gross Vehicle Weight Rating (GVWR) of more than 16,000 lbs. during a transfer or lease
- Any new motor vehicle, covered by an MCO, transferred between dealers (dealer swaps). If you look at the MCO on the back, each reassignment section does not have all of the disclosure elements
- Any motor vehicle that is 20 calendar years old or older
- Any vehicle model year 2010 or older
- Trailers — they don’t have built-in odometers, and their depreciation is based on use, not distance
- Mopeds — their value is not significantly affected by mileage

For Users: Terminal Authorization Setup
- When you log in for the first time, you’ll be prompted to authorize your terminal.
- Click on the yellow notification box in the upper right-hand corner of the screen.

- Name your terminal (e.g., “Title Clerk” or “Jane’s Workstation”) and submit your request.
- Your dealership's Admin will need to approve this request before you can proceed.
For Admins: Approving Terminal Requests
- You will receive a notification for pending terminal requests.
- You can click on the yellow notification box, or
- Go directly to the Admin Panel

- In the Admin Panel, select Users and Terminals at the top.

- On the left-hand side, click on Terminal Requests.
- You will see a list of pending terminals. Click on the blue terminal name to review the request.
- Once selected, you will see the Approve and Decline options.

Please approve the terminal requests for your dealership’s users to allow them access.
Please note: If your company’s network or web browser updates or resets, you may be prompted to reauthorize your terminal.

- Reciprocity — Where your dealership will see credit for taxes paid within the selling state
- Exemptions — What special scenarios provide registrants with tax/fee exemptions
- Late Fees — Incorporation of any late fee/penalty situations

For our dealers, all of this is being built behind the scenes in Interstate, which means the improved fee estimations require no special training or implementation.
Through August 2025, we have released these enhanced calculators for 13 states, with additional states planned for release through 2026. This month’s releases were Florida and Massachusetts.
