



The New Jersey Motor Vehicle Commission is updating vehicle title stock paper. These paper changes will include a new color scheme and introduce new watermarks as follows:
- October 1, 2025 — Issuing offices will see a watermark on all vehicle titles branded as either SALVAGE or JUNK. Salvage branded titles will be watermarked on the existing purple colored title paper, while the Junk branded titles will be watermarked on the existing brown colored title paper.
- January 1, 2026 — After this date, all purple title paper will be converted to the new green colored paper format. Both standard and salvage titles will be printed on green paper and junk titles will be printed on brown paper. As a continued standard measure, all SALVAGE and JUNK branded titles will continue to be watermarked as an additional layer of security and fraud deterrence.
The images below are of the three types of title papers used today, how they will look during the transition period and how they will look in their final form going forward. Issuing offices are advised that the security features embedded into the new paper stock will remain consistent as with the current title paper.


The Registration Services Unit at New York State DMV would like to remind all partners of the requirements regarding applications for title/registration for altered vehicles.
Application completion
All submitted Vehicle Registration/Title Application (MV-82) series applications must be completed in their entirety.
This includes the requirement for customers to answer the altered vehicle questions on all Vehicle Registration/Title Application (MV-82) series forms for ALL registration transactions, except duplicates. Corresponding entries must be made during the WISE transaction.
Centralized limo/altered vehicle processing
All original registration, renewals, renewals with a re-reg, activity, and activity with a re-reg of altered vehicles (commonly known as limousines or stretch limousines) must be submitted to and processed centrally by the Registration Services Unit in Albany.
Partner offices should contact the Registration Services Unit at 518-626-8911 if anything in the vehicle paperwork presented indicates a vehicle is or could be a limousine. Remaining diligent during the review of all registration/title applications will identify additional altered vehicles being brought into NYS.
When in doubt, contact the Registration Services Unit at 518-626-8911 before processing or rejecting the transaction.
Body Type discrepancies
A vehicle’s correct body type is determined by comparing the information as listed on the Vehicle Registration/Title Application (MV-82) against the body type listed on any supporting documentation provided.
For example,for a multi-stage vehicle, the VIN is captured from the chassis MCO, and all other vehicle description information is captured from the body MCO (year, make, body-type, etc.)
Further scrutinizing a body type discrepancy between that listed on the Vehicle Registration/Title Application (MV-82) and that reported on an out-of-state title by the manufacturer and/or the dealer may also identify an altered vehicle. If a body type of “limo” is indicated, partner staff must stop and consult Registration Services.
Register/Title an Altered Vehicle in New York State
A new form, Register/Title An Altered Vehicle in New York State (MV-82.1AV) has been created to provide instructions for registering and titling an altered vehicle.
The MV-82.1AV is available electronically on the DMV public website, here.
When rejecting a customer’s application to register and/or title an altered vehicle, partner offices must provide the customer with an MV-82.1AV.
IMPORTANT: When presented with an MV-82 application to register/title an altered vehicle, please continue to review everything submitted for overall acceptability before rejecting the customer.

In-Transit Plate (ITP) transactions
In-Transit Plate (ITP) transactions must be processed at the time of sale.
Failure to process ITPs at the time of sale will result in your auto-shipment not being triggered, which means you may run out of In-Transit plates.
How does auto-shipment work? Each partner has a set inventory threshold — this is the minimum number of ITPs you should have on hand. As you process ITPs, your inventory decreases. Once it reaches the threshold, an automatic shipment is generated and mailed to replenish your supply.
Please ensure timely processing to avoid delays and maintain uninterrupted service.
MV-82 and DTF form submissions
MV-82 and DTF form submissions can not contain white-out corrections.
The New York State DMV has noticed an increase in MV-82 and DTF form submissions that contain white-out corrections. Please be advised that any forms with white-out will be rejected, and a new, clean form will need to be submitted. If white-out is found on DTF forms, they will be sent to Tax and Finance for audit.
To avoid delays in processing:
- Do not use white-out on any part of the MV-82 or DTF forms.
- Forms will be rejected if white-out is used to alter any field including
- Name
- Mileage
- Seating capacity
- Altered vehicle questions
- Or any other field
Best Practice:
Always complete all forms cleanly and accurately. If a mistake is made, please start a new form rather than correcting with white-out.

Welcome back Warriors! This is the continuation of our series all about YOU.
The month of appreciation
November is a time of gatherings, reflection, and transition from Autumn to Winter.
It is a month where warm, golden hues, along with browns and oranges take center stage in our workspaces as well as our homes — filled with smells of cinnamon, apples, pumpkin pie, and some serious comfort food!
Celebrations of food, family, and friendship start to fill up our thoughts and our calendars. Just saying the word, "November," stirs up memories of Novembers past. It is a time of reflection. A time of gratitude. A time of thanksgiving. It reminds us of who was with us in the past during this special month, as well as those who are no longer with us. It reminds us all that we are all truly blessed beyond measure, to keep a grateful heart and a thankful heart.
November is the month with a definite attitude of gratitude. As we start thinking about our plans for this month, the food, the family, the friends, we also think about people who are alone, people who don't have what we may have. And we give. We help out at local food banks, we serve others, we share with our neighbors. We also smile a little bit more, and we are a little nicer to each other. It is a magical time of year.
It is also a time of work. We Warriors work a little harder, trying to make sure that our desks are all caught up so that we can enjoy Thanksgiving with our families and friends. We also start to get a little stressed out, so remember to take some time to center yourself each day. Give yourself the gift of some "alone time" so that you can relax, pray, meditate, or just listen to nature during a nice walk in the mild fall morning or evening.
