




Need a Motor Carrier (MC) number added to Vitu? We can help. Please submit a clear copy of your MC certificate by fax to 717-234-2164 or by email to paproblemreports@vitu.com requesting the number be added.
The certificate must clearly display the name of the business and the associated MC number.

Vitu has noticed an uptick in errors noted for incomplete titles when issuing an In-Transit Tag (ITT). PennDOT requires that all applicable sections of the title be completed when issuing an ITT — including the odometer reading, lienholder information and all signatures.
Please note, for Pennsylvania titles specifically, the reassignment and section D of the title must be completed when issuing an ITT.

Dealers and agents involved with title and registration transactions are required to use Driver License Data Verification (DLDV).
For each of the following transactions, a copy of the verification must be included with supporting documentation, retained and supplied to PennDOT:
- Reassign Title and Tag
- Reassign Title and Transfer with/without renew tag
- Reassign Title only
- Reassign Title, Transfer, Exchange or Reissue with/without renew,
- Title and Transfer, Exchange, or Reissue Tag with/without renew,
- Title and Tag
- Title and Transfer Tag with/without renew
- Title Only
- Issuance of new registration
- Reconstructed Title
- Change owner or change/delete/add lessee
Visual verification and copies of the Driver License/ID are still required.
The DLDV must be run once during each retail transaction for the public. Photocopies for multiple purchases for the public are not permitted and should be run for each purchase.
A DLDV must also be completed on the Authorized Signer.
Multiple vehicles purchase
If purchasing multiple vehicles on the same day, a valid DLDV verification on the Authorized Signer may be run once. The valid DLDV verification must then be photocopied and included with the supporting documentation for each additional transaction processed on that same day.
Address doesn’t match
If a customer presents a Driver License that doesn’t match their current address, the verification will still process; however, in accordance with processing guidelines, if the correct address does not appear on the Pennsylvania ID credentials, the applicant must provide the dealer or agent with the Driver License Update Card. If the applicant does not have updated credentials, they must obtain one prior to completing the application for Title and/or Registration.
Temporary License
If a customer presents with the 15-day temporary internet Driver License, the DLDV Help Desk should be contacted at 717-346-1893 or ra‑pddldvhelpdesk@pa.gov. A Camera Card, however, is valid identification with the correct expiration date. If presented, the expiration date on the Camera Card should be used, not the date on the existing Driver’s License/ID.
Military ID
Only Pennsylvania credentials are verified through DLDV, and military IDs do not go through the DLDV system. If a military ID is used, the processor should visually verify the ID and submit a photocopy of the front and back with the paperwork — the same process required prior to the implementation of DLDV.
Leases
For lease deals, the DLDV check must be run on the customer (registrant) when the transaction is processed to add the lessee to the vehicle record. DLDV verifications do not need to be run on the leasing representative.
If the vehicle is being titled and registered in the leasing company’s (i.e. Business’) name, the representative signing on behalf of the business should have their DLDV check completed. For any business contracted as an agent with PennDOT completing work for their own company, a DLDV does not need to be completed.
Selling on a Power of Attorney
PennDOT clarified that if a dealer has completed a Secure Power of Attorney (SPOA) related to an odometer disclosure, the buyer’s Driver License/ID must be verified through DLDV. Your employee, who would be an agent, is not required to also run a DLDV on themselves — just the buyer.
You are not required to run a DLDV for your employee, but for a Limited Power of Attorney (LPOA) that is not being signed by a dealership employee, the DLDV would be required for the Power of Attorney as well as the buyer.

Welcome back Warriors! This is the continuation of our series all about YOU.
The month of appreciation
November is a time of gatherings, reflection, and transition from Autumn to Winter.
It is a month where warm, golden hues, along with browns and oranges take center stage in our workspaces as well as our homes — filled with smells of cinnamon, apples, pumpkin pie, and some serious comfort food!
Celebrations of food, family, and friendship start to fill up our thoughts and our calendars. Just saying the word, "November," stirs up memories of Novembers past. It is a time of reflection. A time of gratitude. A time of thanksgiving. It reminds us of who was with us in the past during this special month, as well as those who are no longer with us. It reminds us all that we are all truly blessed beyond measure, to keep a grateful heart and a thankful heart.
November is the month with a definite attitude of gratitude. As we start thinking about our plans for this month, the food, the family, the friends, we also think about people who are alone, people who don't have what we may have. And we give. We help out at local food banks, we serve others, we share with our neighbors. We also smile a little bit more, and we are a little nicer to each other. It is a magical time of year.
It is also a time of work. We Warriors work a little harder, trying to make sure that our desks are all caught up so that we can enjoy Thanksgiving with our families and friends. We also start to get a little stressed out, so remember to take some time to center yourself each day. Give yourself the gift of some "alone time" so that you can relax, pray, meditate, or just listen to nature during a nice walk in the mild fall morning or evening.
