Beginning January 1, 2026, Oregon DMV will require National Motor Vehicle Title Information (NMVTIS) reports on all used vehicles* offered for sale, subject to NMVTIS reporting requirements**. To ensure you have the most up-to-date information, pull the report during the vehicle’s sales process.
- *Used vehicle — any vehicle that has already been titled in any state. If the vehicle does not come with an original Manufacturer’s Certificate of Origin (MCO), it is considered used.
- **NMVTIS reporting requirements — vehicles commonly excluded from NMVTIS reporting include: trailers, mobile homes, special machinery, vessels, mopeds, semi-trailers, golf carts and boats.
During the sales process but prior to finalizing the sale, you must:
- Obtain an official NMVTIS vehicle history report
- Review and disclose the results including any branded title history such as flood, junk, salvage, insurance or rebuild
- Provide written notice or notification label of the vehicle’s brand status (similar to the images below)
- Keep a copy of the NMVTIS report in the vehicle file

Note: Make sure your users have proper access to NMVTIS reports to stay compliant with DMV rules and regulations.

A courtesy delivery is defined as an Oregon dealer delivering a vehicle on behalf of another dealer — normally an out-of-state manufacturer or lease company — and the vehicle is not coming out of the delivering dealer’s inventory stock. It is sold by the other (out-of-state) dealer, but processed through the Oregon new vehicle dealer for the purpose of titling and registering the vehicle in Oregon.
Dealerships process courtesy deliveries for vehicle lines for which they have a franchise agreement, like when a Toyota dealer delivers for another out-of-state Toyota dealer. Courtesy delivery is a service often used by fleet customers because their ordered vehicles must be shipped to multiple destinations.
Here are some helpful tips on processing a courtesy delivery successfully.
Document odometer disclosure correctly
- Odometer reading — The first odometer reading is the reading between the owner of record shown on the front of the MCO and the first retail buyer. This section must be accurately recorded and disclosed, as this is a legal requirement for retail sales and transfers.
- MCO (Manufacturer's Certificate of Origin) — Typically, the odometer disclosure section is found on the back of the MCO. If the seller (often the manufacturer or another dealership) has signed this section, but the buyer is not the dealership, the dealership should:
- Sign as a third party: The dealership can sign the odometer disclosure on behalf of the buyer using a POA (Power of Attorney), as long as the dealership is not the seller or the buyer in the transaction. This ensures that the dealership acts as a neutral, disinterested party in the transfer.
- Ensure correct information — The dealership must ensure that the odometer reading, date of sale, buyer and seller’s signatures are accurate and properly recorded, as these discrepancies can result in compliance issues.
Review accompanying instructions
- Vehicle registration instructions — Often, the manufacturer or leasing company will provide specific instructions regarding how the vehicle should be registered. This may include:
- Leased vehicle — If the vehicle is being delivered as part of a lease, confirm whether it should be registered under the leasing company or a specific entity.
- Customer/operator delivery – In cases where the plates need to be delivered to the operator (driver), ensure that the operator is clearly identified in the documentation.
Plate delivery
- In some cases, the leasing company may want the dealership to deliver the plates directly to the operator. Ensure that plates are delivered timely to avoid any delays in the vehicle's use — simply fill out and submit the Registration Fulfillment Info section shown below.

Title handling
- Title ownership — The title should go to the owner/lessor of the vehicle, not the dealership. In a lease situation, the lessor (usually a finance company or leasing company) retains ownership of the vehicle while the lessee (customer) has possession and use.
- Title transfer — Ensure that the title is transferred properly to the owner or lessor as per the instructions from the manufacturer or leasing company.
Delivery confirmation and documentation
- Vehicle delivery confirmation — Document that the vehicle has been delivered to the appropriate party, whether it’s the buyer or the lessor/lessee. This can be done through a delivery receipt signed by the operator of the vehicle.
- Proper documentation — Ensure all required forms are included in your transaction and are properly filled out. For example: Title Application (must be signed by the driver), MCO, completed Odometer Section on the back of the MCO, Vehicle Use Tax Payment Certificate, Power of Attorney, Purchase Order, Bill of sale, etc.
- Record keeping — Retain copies of all documents involved in the delivery for compliance and auditing purposes.
Documentation needed for licensing
Here is a list of documents that you may need to include when registering the vehicle:
- Title Application
- MCO (Odometer Section filled out on back)
- Power of Attorney (if executed)
- Bill of Sale / Lease Agreement
- Vehicle Use Tax Payment Certificate
- Temporary Permit (if driver takes delivery before plates are received)
By following these steps, a dealership can manage courtesy deliveries efficiently, ensuring compliance with legal requirements and satisfaction for the customer while maintaining appropriate records for future reference.

In order to avoid unnecessary delays, be sure to follow the proper process for document corrections. Remember, if Vitu identified the error, and the correction documents were returned to Vitu, the DMV’s general line is not going to have a record of that correction until the EVR department reviews and processes the correction, issuing a title and/or registration.

Welcome back Warriors! This is the finale of our series all about YOU.
'Tis the Season… of YOU!
December, sweet December... not that long ago, you seemed so far away, yet here you are, rushing in with a fierce velocity that takes us all by surprise! Wow! How did this happen? Okay, let's focus here. December is a time to celebrate the holidays. Things went sideways once Halloween hit, admit it! This month is moving too fast! Like a sled going downhill, we are picking up speed as we head towards the end of the month, and the end of our year together. So let's take a moment and just enjoy this day, this moment.
Calm in the chaos
As we prepare for the holidays and stock up on sparkling apple cider for the new year, take a few moments to enjoy the peace and calm and joy of the season. I know, I know, you don't have time to relax… work is calling, home chores are calling, your Aunt Sally is calling… it's going to be okay.
- Enjoy your surroundings — Slow down for just a few minutes, and look around you. There are beautiful jewel tone colors EVERYWHERE! As you walk or drive through your neighborhood, you see so many lights! Wreaths adorn people's front doors, you see them in shop windows. Some businesses have beautiful winter-themed artwork painted on their windows or brightly lit trees in view as you walk down the sidewalks or drive by. Holiday music is playing in the malls, and of course Santa's Workshop is working at full speed, kind of like you are! My hope for all of you is that you take some time to just wander and enjoy the many sights and sounds of this season.
- Take a breather — There’s a lot going on in the month. Work parties, Secret Santa gifts, ornament exchanges, parties at your kids’ schools, special meals — it can all get overwhelming and take the “happy” out of happy holidays. Before that happens, take a deep breath. Stretch. A nice stretch will do wonders to loosen up those muscles that just tightened up thinking about everything that you have to do. Chill out, it is going to be okay. These are all little moments that make lasting memories. Enjoy them while they’re here.
- Sweets and a show — Okay, now let's get down to the nitty gritty! Who has watched at least one Hallmark movie? I can’t be the only one! There are so many holiday movies out now; it is so fun to see old movies that you've grown up with along with new favorites! It is simply the BEST time of year! And the holiday treats too! How many of you have taken some time and enjoyed a nice peppermint hot chocolate? Perhaps a little eggnog and a cookie? It’s the best time of the year to treat yourself, so grab a movie, grab some treats, and relax.
December is a month of madness, of complete chaos, of happiness, of joy, of family, of friends, and is a time to make memories. It is also a time of giving, of love, of hope, and of faith. Let's bring ourselves back to some calm amidst the chaos of this month.
Remember Warriors, you are stronger than you think — you are capable, you are amazing, and you can do this! Life is more about experiences and special moments than it is about ‘things’. Things are great, but memories are better. Enjoy every moment of every day. And remind yourself daily how truly awesome and blessed you are.
As 2025 draws to a close, look back at all of the months of YOU. 2025 has been a journey all about YOU, and how incredibly awesome you are! 2026 is right around the corner — I wonder what it will bring? 😉
