Happy New Year, 2026! As a reminder, batch numbers written on the yellow batch card will now start with the number six (6). The number six (6) represents the last digit of the current year. The same holds true when completing the small white batch card (MV-107a) for Plate Surrenders & Duplicate Titles.

Note: Batch cards written for December, 2025 batch dates will begin with the number 5 (FIVE)

As a reminder, partners are required to have at least two (2) employees certified to process Vitu transactions. In addition, the person processing Vitu transactions should not be reconciling the monies at the end of the day which is mentioned in your PSP Agreement. Below is the snippet from the PSP Agreement as a reference.

Per the PSP Agreement, “Partner will provide an adequate number of employees to provide for separation of duties between employees processing transactions and employees responsible for reconciliation of related transaction fees.”

When completing TON and REPO paperwork, be sure that all fields are filled in correctly.  Here's are some helpful guidelines:

MV-82TONs 

  • Always show the owner’s address, not the partner's address
  • Always have mileage brand
  • How was the vehicle obtained? Should always be answered
  • Odometer has room for how many numbers? Should always be answered
  • Adult seating capacity should always be filled in
  • Is this vehicle registered in the new owner's name? Should always be answered
  • Vehicle type should always be filled in
  • New owner's first name, last name, and middle initial should be included on page 2
  • Damage Disclosure Statement must be included if applicable
  • PO BOX address is not acceptable. Must have a street address
  • Lien filing question in section 4 must be answered

MV-950s 

  • Vehicle model must be filled in
  • Last state registered must be filled in
  • State last titled must be filled in
  • Plate number must be filled in

No white-out rule

There has been an increase in submissions of MV-82 and DTF tax forms containing white-out corrections. Please be advised that any form with white-out will be rejected, and a new, clean form must be submitted. 

  • Partnering will reject an MV-82 where white-out has been used. Either re-do the entire MV-82 or simply put one line through whatever needs to be amended. White-out is not accepted on any part of the MV-82. 
  • If white-out is found on DTF forms, they will be sent to Tax and Finance for audit.

To avoid delays in processing, do not use white-out on any part of the MV-82 or DTF forms. Forms will be rejected if white-out is used to alter any field including

  • Name
  • Mileage
  • Seating capacity
  • Altered vehicle questions
  • Or any other field

Key takeaway: The best practice is to always complete all forms cleanly and accurately. If a mistake is made, please start a new form and do not correct with white-out.

The procedure outlined below must be followed when a plate surrender is processed through Vitu.

  • Surrendered plates must be collected from all the terminals at the end of each business day and kept in a designated area in a secured place. 
  • For the plate pick up, a contract salvage dealer or junk dealer must be contacted. 
  • Surrendered plates must be mutilated before giving them to a contract salvage dealer or junk dealer.
    • If mutilation is not possible before pickup of the plates, an employee from your facility should accompany them to the place of destruction and witness the destruction. 
    • Salvage dealers should have the facilities for crushing and baling or cutting plates if prior mutilation is not possible. 
    • In future security evaluations of your facility, your plate destruction reports should state if you used a contract salvage dealer for destruction and who from your facility witnessed the destruction.

Be aware: If you have an acceptable means to destroy the plates (cut in half) you can continue to do so, but if you don’t have a means to destroy them, the salvage rule applies.

Note: Partners are responsible for anything that happens with the plate after it is surrendered to you.

The New Jersey Motor Vehicle Commission recently updated the vehicle title stock paper. These paper changes included a new color scheme and introduced new watermarks as follows:

  • October 1, 2025 — Issuing offices will see a watermark on all vehicle titles branded as either SALVAGE or JUNK.  Salvage branded titles will be watermarked on the existing purple title paper, while the Junk branded titles will be watermarked on the existing brown title paper.
  • January 1, 2026 — After this date, all purple title papers are converted to the new green paper format. Both standard and salvage titles are printed on green paper and junk titles are printed on brown paper. As a continued standard measure, all SALVAGE and JUNK branded titles will continue to be watermarked as an additional layer of security and fraud deterrence.

The images below are of the three types of title papers used prior to October 1, 2025, how they looked during the transition period and how they look in their final form as of January 1, 2026. The security features embedded into 2026 title paper stock will remain consistent with prior title paper.
