Each year, PennDOT requires an MV 751 to be submitted to them for each active user at your location.

If you have any users who are no longer active, please submit an MV 73B to Vitu to have the user removed.

Additionally, a PSP criminal background check is required to be run annually for all owners, operators, and employees who are involved in providing agent services. If the owner, operator, or employee resides in another state, that state’s background check is also required, in addition to the PSP background check.

These annual background checks are to be kept on file and made available to PennDOT upon request.

Fee waivers and overrides can be confusing, as there are multiple options with different use cases for each. When processing transactions that qualify for a fee waiver, be sure to use the correct fee override for its intended purpose. The MV 752 outlines the proper use of each fee waiver and when it is able to be used. 

Note, there is no fee waiver that applies to adding a missed lienholder, so a Problem Report must be submitted to have a missed lienholder added.

Additionally, some fee waivers require supporting documents to be submitted — please be sure you submit the appropriate supporting documents.

It’s important to check your titles for brands before processing online — if an out-of-state rebuild or salvage slips through, it can be a hassle.

Out-of-state titles branded as Rebuilt or Salvage cannot be processed online. Since these are not allowed by PennDOT, they may not be able to be canceled. In addition, attempting processing with such titles typically results in a dropped WID, requiring you to submit a Problem Report and other additional steps. 

Save yourself time and effort — be sure to review all title documents for brands before processing online.

For an existing Pennsylvania title record, you are not able to change the body type during online processing. Records that require a change in the body type such as TRL (a trailer) being changed to RECT (a recreational trailer) or RCCT (a recreational cargo trailer) need to be submitted to PennDOT for processing.

Please be sure to submit an MV-41 or MV-1R along with transactions that require a change of body type.

Effective February 1, 2026 PennDOT is implementing MVDLS. All Online Messengers must process their vehicle registration transactions through their Integrators system.

In an effort to make this transition a bit easier, Vitu has supplied step by step instructions for each OLM transaction available within the MessWIN program.

We are in the process of updating our Problem Report submission process. Starting February 1, 2026, we will no longer be using the fax system to receive Problem Reports.

For all Problem Report submissions, please email problemreports-pa@vitu.com. During the transition period, a temporary fax number, 818-338-0791, will be available to you. After February 1, 2026, fax submissions will no longer be accepted.
