Recently you received an email from Vitu about an important update regarding the upcoming New York DMV state system outage that will temporarily impact Online Title and Registration System (OLRS) services. Below is a summary with more details available here. 

• The New York DMV scheduled an outage to implement a system upgrade. Your Vitu OLRS  services will be unavailable to electronically process registrations starting Friday, February 13, 2026 at 2:00pm.  
• All reconciliations (printing of reports) must be completed on February 13, 2026 by 6:00pm.
• During the system outage, you will not be able to process OLRS transactions in Vitu.
• During the DMV system outage, the VERIFI system is expected to be available and able to process.
• Online Title and Registration System (OLRS) services will be available through Vitu once the DMV system upgrade concludes which is anticipated to be in the afternoon of Tuesday, February 17, 2026.

Dealers, remember to always use the newest version of the MV-82 Deal which is available through Verifi. Be sure to destroy any MV-82s prior to the print date of 7/25 (the print date can be found in the lower left hand corner of the MV-82 Deal). And please take the time to update your Dealer Management System (DMS) with the current version of the MV-82 form (7/25) if you haven't already.  

Non-dealers must also be sure to use the latest version of the MV-82 which is programmed into Vitu. It’s a good idea to confirm the form is the latest version before using it.  

What changed on the MV-82 from the 12/24 version to the 7/25 version? Under the certification portion, the old 12/24 version had (Sign here) while the new 7/25 version has new text of If signing for a corporation, sign your full name and provide a copy of your government issued photo ID.

As a reminder for both dealers and non-dealers, the latest version of the MV-82 can also be found on the dmv website, dmv.ny.gov, under forms. 

IMPORTANT:  Failure to use the current/newest version of the MV-82 may result in the PSP Unit rejecting the transactions and requiring a new MV-82 with customers’ original signatures. 

Please return any/all unused 2025 plate and/or boat stickers.

A Dealer Authorization allows for the dealership to receive the title on the customer’s behalf. For Private Service Bureaus (PSBs), this means the title MUST be sent directly to the dealership, not to the Private Service Bureau processing the Duplicate Title transaction. 

Also, it is important to know that when you request duplicate titles on behalf of a customer, most of the time it's because of a trade-in. Remember that trade-in vehicles cannot be listed for sale — or sold — until the appropriate proof of ownership is in hand.
