The Notice to County Clerk of Vehicle Acquisition (TC 96-183), also known as the Dealer Assignment Form (DA), must be dated the day the dealership took possession of the vehicle. The date must also match the date on the title assignment.

The date on the form must NOT be the date the title clerk completes or submits the assignment.

A county may reject the transaction if the dates do not match or is not the date of acquisition.

We’re happy to let you know that a report can be generated in Vitu for all transactions completed by County Clerks for a specific time frame. Look at the handout linked here for some simple steps on creating a report in Vitu.

Lien release documentation can now be uploaded in your transaction. All transaction types are supported, including duplicate.

The Reroute Lien Release feature is a new tool in KyELT that allows Clerks to redirect a lien release to the lien-holding County for release. This enhancement helps streamline internal County workflows, reduce back-and-forth between Clerks and dealerships, and ensure lien transactions reach the correct destination without delay.

The receiving County Clerk can now forward the transaction that includes the lien release electronically to the lien-holding county for release. Once the lien is released, the County Clerk resends the transaction back to the chosen county for processing. It is suggested, if your customer resides in the county where the active lien is filed, to send the entire transaction to the owner county by selecting Owner County. Selecting the delivery option allows the Clerk to release the lien, complete the transaction and mail the plate and registration directly to the customer.

Electronic Lien Release replaces the need to mail a lien release to the lien holding County prior to your transaction, saving time and money!
