House Bill 718 implementation is imminent

Be prepared for webDEALER by July 1st.

Just to put our readers at ease: If you already use Vitu for your in-state Texas title and registration, you have everything you need for the upcoming webDEALER mandate (House Bill 718).

If you do not use Vitu for your in-state Texas title and registration processing, please read on.

Vitu wants to remind you that the due date for House Bill 718’s implementation is quickly approaching, and we want to make sure you have everything you need for the transition. To review, starting July 1, 2025, HB 718 requires all licensed dealers to issue metal license plates to buyers at the time of sale. Temporary Tags will no longer be available to be printed for use. Additionally, all licensed dealers must use webDEALER to process title and registration applications for vehicle sales. County Tax Assessor-Collector offices and Regional Service Centers will begin issuing Temporary Registration metal plates for 30-Day and One-Trip Permits.

Below are the four types of metal Temporary Plates that will take the place of the paper plates.

Frequently asked questions regarding the new House Bill 718. 

Q. The law currently requires us to charge $5 for each buyer Temporary Tag. Will this change?

A. Yes. Beginning July 1, you will collect a $10 metal plate fee, not the $5 tag fee. The $10 fee will be paid to the tax office with the title application process. For out-of-state resident purchases, the $10 fee will continue to be paid to the tax office over the counter or through webDEALER. You cannot charge more than $10. 

Q. Walk me through the process of taking a car to and selling a car at auction beginning July 1.

A. Generally, upon receipt of a vehicle, remove the General Issue Plates and complete a VTN (Vehicle Transfer Notification). Plates will be added to your inventory in the IMS (Inventory Management System). Securely store the plates. Attach a Metal Dealer or Temporary Dealer Plate to the vehicle if driving it to auction. If transporting via trailer, no plate is required. When the vehicle sells at auction, the purchasing dealer will affix one of their Dealer or Temporary Dealer Plates to the vehicle if being driven away. The selling dealer will deface and recycle the General Issue Plates removed from the vehicle and notate in the IMS that the plates were destroyed as a result of sale at auction. When the purchasing dealer sells the vehicle, they will assign and attach a new General Issue License Plate. This general process may not be applicable to all situations and is subject to change based on regulatory revisions.

Q. How does Dealer Temporary Plate Ordering work? 

A. Licensed dealers will be able to order the new dealer temporary plates prior to July 1 by submitting a plate application through eLicensing. It will be a similar process to how dealers order current metal dealer plates. Plates will be mailed to the physical address listed on the application in eLicensing. Plate distribution will be managed and conducted by the Motor Vehicle Division of TxDMV. Please note, current Metal Dealer Plates will continue to be used for business purposes or for personal use.
