A common cause of customer title processing delays is improper batching of ACTION pieces. ACTION pieces require DMV Partnering staff to take some action over and above the normal paperwork review process — it's more of a manual process. For example, when a title clerk enters a generic lien code, 99999, it flags the deal and prompts the DMV Partnering representative to look at the MV-82 to file the lien based on what is written on the MV-82. Another example is when  “OTHER” is entered for the prior owner, an ACTION item is created.  More examples that cause ACTION items include Canadian proof, government titles, and certified copies of out of state titles with letters of permission to just register in New York.  Amendment transactions will also transmit as ACTION  items — for example, when an amendment is processed to correct the color of the vehicle.

To prevent delays, follow the updated batching procedure below.

Updated batching procedure

First, double-check these:

  • ACTION pieces must be placed directly behind the Cashier Report.
  • Look for the word ACTION printed on the tearstrip and ensure these items are positioned at the top of the batch, immediately after the report.

Then, confirm the Batching Order is correct:

  1. Cashier Report (DCR/CCR)
  2. ACTION Pieces
  3. MV‑73Cs / Voided Documents
  4. Title‑Only Transactions
  5. ITP Transactions
  6. Registration Transactions (in document order)

Following this batching procedure and using the proper document order helps ensure timely and accurate processing for all customer titles.

If you’ve ever stared at a correction request and wondered, “Who do I call for this — Partnering or the Title Bureau?” 

Here’s the new rule:

  • If the original transaction is more than a year old, PSP can no longer make the correction.
    • Those fixes now go straight to the Title Bureau—no detours, no exceptions.

Plus, there’s one more twist:

  • If a PSB processed a transaction for a dealer, the dealer — not the PSB — must contact the Title Bureau for any corrections. Think of it as “whoever owns the deal, owns the call.”

The state receives a lot of calls about “incorrect” lienholder names or addresses. And in about 99% of cases, nothing is actually wrong on the state’s end — the lienholder simply hasn’t updated their information with the Title Bureau.

Partners often expect the state to fix it, but this one’s out of the state’s hands. Only the bank or lienholder can update their own information, and they must contact the Title Bureau directly to do it.

Additionally, if the lienholder is part of Vitu’s CMS (Collateral Management Solutions) ELT program, they can submit a ticket to initiate any changes by emailing CMS-Service@vitu.com.

NYS Partnering currently receives over 1,000 correction requests each month, mostly because of paperwork not being checked before submission. Errors with VINs, plates, and owner information pull staff away from verification work and slows down title processing for everyone.

Incorrect insurance card scans are also creating avoidable delays. Please confirm that scanned information matches the card and paperwork before sending it in.

Any correction caused by inaccurate or incomplete paperwork will take a minimum of 30 days to process.

To help reduce delays:

  • Confirm that you have all required documents before processing a transaction.
  • Send all required documents with your batchwork.
  • Reconcile your transaction count with your nightly report.
  • Do not hold paperwork—send it in. Partnering will notify you if something is missing during verification.
