Dealerships are encountering a new error due to a recent nationwide change to some Manufacturer Certificates of Origin (MCO). Most manufacturers previously included a statement on the MCO to verify LEV (Low Emission Vehicle) compliance. Recently, some manufacturers have removed this statement, which is now affecting passenger vehicle transactions.

Examples of acceptable statements include:

• “This vehicle conforms to (or with) U.S. EPA and State of California regulations.”
• “This vehicle meets/satisfies California emission standards.”
• “This vehicle is certified/legal for sale in all 50 states.”

If the MCO does not contain one of these statements, you may perform a VIN inspection by verifying the under-hood emissions label and submitting a VIN inspection with the LEV designation marked YES.

Exempt Vehicles:

• Electric
• Hybrid
• Government-owned
• 2010 or older vehicles with 7,501 miles or more

Registering vehicles in Oregon allows customers to select from several Registration/Plate actions depending on the type of vehicle purchased. Below is a detailed breakdown of what each plate action in Vitu issues for passenger vehicles.

New Vehicle Registration Actions

NEW REGISTRATION

• Issues new plates and registration stickers from Vitu’s inventory (plate types available in the dropdown menu).
• Plates are issued by Vitu approximately 3 weeks after processing.
• Fees are determined by the selected plate type.
  
  

PLATE TRANSFER

• Transfers existing Oregon license plates and any remaining registration from a vehicle the customer currently owns to a newly purchased vehicle, provided the owner of record is the same for both vehicles.
• If the owner of record is different, full registration fees will be collected. Vitu issues new registration stickers approximately 3 weeks after processing.
• $30 transfer fee.
• If registration expires:
  
  • Within 120 days of the processing date: Renewal is optional.
  • Within 62 days of the processing date: Renewal is required.
• When renewed, Vitu issues new registration stickers approximately 3 weeks after processing.
• Vitu cannot transfer and replace a lost plate set. Replacement plates must be obtained directly from DMV.

• Issues title only.
• No registration is issued.
• Used to secure ownership or perfect a lien.

Replace Plates

• Keeps the current registration.
• Issues a new plate set from Vitu’s inventory.
• Plates are issued by Vitu approximately 3 weeks after processing.

  • $25 for single-plate vehicle types

Request Duplicate Plates

• Issues one or both plates with the same plate sequence as the current plates.
• Plates are manufactured and issued by DMV.
• Processing time is approximately 6-8 weeks.
