For Online Messengers now processing through MessWIN, we’ve compiled a list of helpful tips to ensure you’re efficiently and effectively using the service.

  • Zoo and PD (Persons with Disability) plates can be added to your plate inventory.
    • To add these plates, go to Tools > Edit plate inventory
    • You must enter one plate at a time.
  • An MV-38O is required when completing a duplicate title transaction.
  • Never received duplicate titles cannot be processed online.
  • If the applicant summary is signed for a registration renewal, there is no need to submit an MV-105 or MV-140 unless the form is completed with Retired status information.
  • When processing a registration renewal, please be sure to enter an odometer reading.
  • There is no need to submit an MV-63 when changing an address.
  • There is no need to submit an MV-70S with transactions.
  • When entering a Plate Issue Date, be sure you are entering MM/YY — NOT the date you are issuing the plate.
  • Paid vs Unpaid Inquiries
    • Unpaid Inquiry: Vehicle Information
    • Paid Inquiries: Suspended WID, BA Paid Information and EA Paid Information

Vitu has identified a few functionality gaps that we have reported to PennDOT. For your knowledge, below is a list of the functionality gaps that we are still awaiting a response.

  • Renewal of DV plates
  • Tag has incorrect color code
  • Replacing stolen plates
  • Temp Tag not found

We will continue to add to this list as needed, and will keep agents posted with any responses we receive from the department.

Out-of-state titles branded as Rebuilt cannot be processed online. They are not allowed by PennDOT and they cannot be canceled.

These typically result in a dropped WID, requiring a Problem Report and other additional steps. Please be sure to review all title documents before processing online.

When an out-of-state rebuilt vehicle is erroneously processed online, please be sure to take these steps:

  1. The WID must first be recovered, as these typically result in a dropped WID.
  2. A Problem Report needs to be submitted indicating "out-of-state rebuilt erroneously processed online" immediately after the WID is recovered. 
  3. The customer must have an MV-426B completed.
  4. When the customer returns the MV-426B to your location, please forward that to Vitu marked “Attention: Operations,” along with a copy of the original applicant summary.
  5. All documents are then forwarded to PennDOT for review.

Mistakes happen — when you need to correct them, submit a Problem Report! See below for helpful hints.

  • When submitting a Pennsylvania Problem Report, please be sure to refer to the Problem Report Success Checklist to ensure all necessary information is submitted with the Problem Report the first time.
  • When emailing a Problem Report to paproblemreports@vitu.com, please list the WID as the subject line and send from an email account that can receive a response.
  • Before submitting a Problem Report for a name correction, please attempt to correct the name in the program first. 
    • This can be done by going to Add a Deal > MV 03 Change > Change Owner/Lessee Info
    • Don't forget to select Fee Waiver 55 so you aren't charged a second title fee.

When to use a Clerical Error Statement

PennDOT does not accept Problem Reports to correct insurance information or tax exemption reasons. For these errors, please submit a Clerical Error Statement with the transaction.
