The South Carolina DMV had stopped accepting tax credits paid to Illinois and required their South Carolina customers to pay again upon registration. The Illinois Department of Revenue (DOR) met with the South Carolina DMV who agreed to start accepting taxes paid to Illinois, which is 5.00% up to a maximum of $500. 

Any South Carolina resident who purchased a vehicle in Illinois and was charged taxes for both Illinois and South Carolina, can apply for a refund from the South Carolina DMV via cartaxes@dmv.sc.gov. Requests for a refund must be submitted within six (6) months of the purchase date and need to include the VIN and reason for the refund request. A copy of the Bill of Sale should also be submitted.

We recently notified you of a mandatory update to the Illinois Secretary of State (ILSOS) Electronic Lien & Title (ELT) program (this email from February 16, 2026). 

Beginning July 1, 2026, all lienholders processing five or more liens annually in Illinois will be required to participate in the ELT program.

It’s important to include a One-in-the-same statement for lienholders as well as for dealerships that conduct business under different names. 

If a dealer or lienholder has multiple locations, it's essential to make sure the name the dealership uses on each assignment when taking the vehicle in reflects the same name when selling the vehicle. 

If you use two separate names on one title, a One-in-the-same statement or a VSD-393 Affirmation of Correction (with box 6 checked) should be included in the deal. This will help to avoid errors and ensure the title is released faster.

A Durable Power of Attorney (DPOA) remains valid if the owner is, or becomes incapacitated. A standard Power of Attorney (POA) is not a sufficient document if the owner is incapacitated or deceased and will not be accepted by the state. 

When submitting a deal, include (one of) the following documents:

  • Small Estate Affidavit
    • When submitting this document, seller signatures are not required as long as the dealership is listed on Section 11. 
  • Letters of Office
    • Signature is required by the executor
  • A Will or Trust
    • Signature is required by the trustee
