



To ensure your business operates within DMV procedures and directives, the Private Sector Partnering (PSP) Agreement that your company signed gives the Department of Motor Vehicles (DMV) the option to discontinue support of your on-site registration system.
Training
ANY employees who will be processing DMV paperwork MUST first obtain appropriate training from Vitu. A training verification form signed by your processors and the Vitu representative must be submitted to Partnering Programs immediately following completion of training and before processing any registrations via the Vitu solution. NYS Security Acknowledgements are also required. Failure to comply can result in suspension of your processing capabilities. Work with your Account Executive to ensure all required forms are completed properly. Your Account Executive will submit the forms to the state for you.
Paperwork submission
Once our business partners process a transaction, they are required to send the required documentation to DMV within ten (10) business days via receipted delivery system. Suspension will occur if we do not receive partner’s work within fifteen (15) business days after the date of the transaction. Suspension will stay in effect until all outstanding work is received.
All partners are notified of problems with their paperwork as they are found. Partnering Programs will allow thirty (30) days after the notification date for the problems to be resolved. If they are not, processing capabilities are suspended on the 1st of the following month. Suspension will remain until all problems have been resolved.
A note about proper procedures
To participate in the PSP Program, New York State Dealers should only issue temporary registrations when the system or system operator is unavailable. In those instances, the temporary registrations are required to be worked off your on-line registration system the next business day, or at the latest, within five (5) days. Partnering programs keep an accurate record of temporary registration issuance. If it is found that your dealership routinely issues temporary registrations and fails to process the permanent registrations within the required five (5) days, you will receive a warning letter. A letter of explanation will be required outlining the steps that will be taken to minimize the issuance of temporary registrations. If Partnering Programs continues to see temporary registrations being issued after two (2) warning letters, we reserve the right to terminate your PSP Agreement with you
We keep an accurate record of partner errors as we verify your work. If we determine that your paperwork submissions do not follow New York State DMV and/or Partnering Programs procedures, you will be notified of the problem(s) via a warning letter. You are expected to immediately take whatever steps are necessary to minimize these errors. Vitu will provide additional training if needed. If Partnering Programs continues to see incorrect paperwork submissions after two (2) warning letters, we reserve the right to terminate your PSP Agreement with you.
The sanctions described are based upon unintentional mistakes. Intentional violations of laws, regulations, and procedures discovered upon verification of the work submitted or upon an audit of processing sites, will be dealt with as DMV deems appropriate. Partners must cooperate with DMV to resolve any problems caused by errors and any missing documentation must be submitted upon request.
These procedures do not prevent DMV from terminating the PSP Agreement with partners whose employees engage in fraudulent practices and continue to be employed by the partner in a capacity which could lead to the validation of fraudulent registrations by those employees or other employees of the business.
These procedures are only a guide — DMV is under no obligation to continue to support your on-site registration system if it is deemed by the Commissioner to be operating in a manner which does not coincide with the goals of the Private Sector Partnering (PSP) Program or the mission of the Department of Motor Vehicles (DMV).
Suspensions
We have the right to suspend or terminate the Partnering Agreement at our option, upon serious violation, repeated errors or reasonable cause. Reasonable cause is defined when the department makes the determination that the continuance of this Partnering Agreement would negatively impact the ability to fulfill the mission of the Private Sector Partnering (PSP) program.
Reasons for suspension include but are not limited to the following —
- Late batch — once our business partners process a transaction, they are required to send the required documentation to DMV within ten (10) business days via receipted delivery system. Suspension will automatically occur if we do not receive partner’s work within fifteen (15) business days after the date of the transaction. Suspension will stay in effect until all outstanding work is received.
- Logging errors — partners have one (1) week to replace missing items from their batch work. If missing items are not received within that one-week period, processing capabilities are suspended. Suspension will stay in effect until all missing paperwork is received.
- Unresolved problems — All partners are notified of problems with their paperwork as they are found. We will allow thirty (30) days after the notification date for the problems to be resolved. If they are not, processing capabilities are suspended on the 1st of the following month. Suspension will stay in effect until all required paperwork is received.
- Correction Sheets (MV475) — Correction sheets are needed for any paperwork that is sent into the PSP Unit that is not part of the original batch. If a correction sheet is not submitted, the partner will be notified. If the correction sheet is not received from the partner within one (1) week of notification, suspension will occur. Suspension will stay in effect until the MV475 is received.
- Facility changes — Partnering requires a minimum of thirty (30) days notice for any facility change. Facility changes include but are not limited to name change, ownership change, address change, or the movement of a processing system within the facility. If partnering does not receive the required thirty (30) days notice, your processing capabilities may be suspended.
Note: If your processing system is suspended for any reason, suspension will remain in effect for a minimum of twenty (24) hours.

If the Partnering Unit receives paperwork for a vehicle that is being registered in a corporation's name, a photo ID for the person signing the MV-82 must be submitted. Also, the printed name and title of the person signing for the corporation is required (as stated on the back of the MV-82). If the state does not have the photo ID, signature and printed name, as well as the signer's title on the back of the MV-82, Partnering will reject the paperwork and you will be asked to submit replacement MV-82s. This requirement must be met, regardless of the print date of the MV-82 submitted.
The new requirement, outlined below, applies to ANY registration transaction, not just originals. All registration transactions require a photo ID for the person signing the MV-82 for a business/corporation/bank (anything other than an individual), this includes renewals, duplicate registrations, plate transfers, etc.
New requirement for registering a vehicle in a corporation name
Effective December 1, 2025, when registering a vehicle under a corporation’s name, the individual signing the Vehicle Registration/Title Application (MV-82) must provide a copy of a government-issued photo ID.
Please note, a government-issued photo ID is an official document from a federal, state or tribal authority that includes a photograph of the individual to prove their identity.
Revisions have been made to the Vehicle Registration/Title Application (MV-82/MV-82S), Vehicle Registration/Title Application (MV-82DEAL). The applications have been revised to add language in the signature line requiring signature and copy of government-issued photo ID, when signing for a corporation.

The revised forms are currently available on local print. The updated versions of the MV-82 and MV-82S will be posted to the public website and the MV-82DEAL will be made available to New York State registered dealers in the Vehicle Electronic Reassignment Integrated Facility Inventory (VERIFI) system.
Issuing offices can continue to use their current stock of the MV-82/MV-82s and MV-82DEAL. The warehouse will fill orders from remaining stock until it is depleted before sending the revised versions.

The Correction sheet is required any time you’re sending an item to the Partnering unit to satisfy an unresolved problem. Write Unresolved Problem Paperwork across the top of the form in Red ink to prioritize the correction.

Have you reported missing plates or a missing one plate of a two (2) plate set? Please print your inventory report and reconcile it with the plate inventory you have in your office. Make sure you have two (2) plates for each plate number. If you have one plate of a two (2) plate set, process a Plate Surrender transaction in Vitu and report it to your local police immediately. The police agency will provide you with form MV-78B for each item that is missing/lost/stolen. Once you have the MV-78Bs, send them back to Partnering. Follow the Plate Surrender batching guidelines. Partnering will update state records to remove the missing items from your inventory. Notify Vitu support if the inventory item still shows on your inventory report after Surrendering the plate.

Per local news from News 4 Buffalo, the New York State Department of Motor Vehicles is auditing county-run DMV offices across the state as investigators try to determine how surrendered license plates — or their plate numbers — are ending up back on the road, triggering tolls and tickets for drivers who believed their plates had been destroyed.
The audits follow News 4’s months of reporting on cases where New Yorkers who turned in their plates later received erroneous toll bills, parking tickets, and even speeding violations tied to plates they no longer owned. In some cases, the surprise bills arrived years after the plates were surrendered. Auditors examined how surrendered plates are collected, secured, stored, and ultimately destroyed.
